NSF Spectrum Measurement Infrastructures -- Workshop Report

Goal: Spectrum measurement is increasingly recognized as a vital component of any future wireless communication architecture, whether used for mobile broadband, radar, or for passive scientific use. With incentives for spectrum sharing becoming increasingly lucrative, the need to accurately characterize the level of sharing and usage at a national scale is being felt acutely by all engaged stakeholders.
The goal of this by-invite-only workshop is to bring together a cadre of top tier academic, government and industry researchers focused on the area of spectrum occupancy observation, and encourage these attendees to utilize their collective knowledge in the science of spectrum measurement to chart out a roadmap for scaling spectrum measurement efforts to a countrywide level. An important component of this effort will focus on the means by which large-scale spectrum usage information is captured, maintained, curated, analyzed and disseminated to various stakeholders. This will be accomplished through a format consisting of keynote addresses, panel discussions and breakout sessions. The product of the workshop will be a report that documents the high-level roadmap for a national spectrum measurement infrastructure, the architectural considerations, technical challenges involved in realizing such a vision and identify key areas of research needed to make this vision a reality. A tour of the IIT Spectrum Observatory will also be offered as part of the workshop.
The workshop sessions will be recorded, and made available for later viewing for those who are unable to participate in this exercise. The workshop report will be posted on this web-page, on the ACM Digital Library and also disseminated widely through WinnForum, the federal Wireless Spectrum R&D (WSRD) Interagency Working Group, and various technical mailing lists, once it is available.
